New Start’s Community Housing Scheme (CHS) is an initiative our organisation has developed in partnership with nationally, and locally based Landlords and Property Agents, for the purpose of overcoming barriers faced by vulnerable adults and families in accessing quality housing within Liverpool’s Private Landlord Sector.


Eligibility Criteria

New Start's Community Housing Scheme is available to people who either live in temporary accommodation or unsuitable housing, who have recognised and acknowledged support need and are deemed as vulnerable due to falling into any of the following groups:


  • Homeless Families
  • Drugs and Alcohol
  • Mental Health
  • Single Homelessness
  • Ex-offenders
  • Domestic Abuse

Our CHS has capacity to provide housing and support for more than 80 individuals and families in the Liverpool region. Each property utilised by the Community Housing Scheme is provided in partnership with landlords and agents who are consistent and committed to the overall objective of the scheme, and the quality of these properties are always to a high standard.

New Start begin the process by initially securing suitable housing which we will then become directly responsible to the landlord for the tenancy of these properties utilised within the Community Housing Scheme. The accommodation is then offered to the suitable applicants whose housing needs have been identified following an assessment and who meet the criteria of this scheme.

The objective of the scheme is to work towards creating an assured tenancy between the Service User and the landlord of their premises. To achieve the aims of the service, New Start provide support to assist the Service User to overcome any barriers, that may restrict or hinder their ability to fulfil the terms of a tenancy. Therefore, it is a requirement for any Service User accessing the scheme, to engage with New Start support staff to address any identified housing related support needs, which may affect their ability to sustain their accommodation and work towards attaining a full independent tenancy.
