New Start
New Start was established in 1997 as a not-for-profit organisation with a specific purpose:
‘To provide residential and supported accommodation services for people with little or no housing choice’.
The service is a Liverpool-based, family-run social enterprise supporting some of the city’s most vulnerable members of society.
A vulnerable adult is a person over 18 who is, or may be in need of some form of community care service(s).
New Start provide housing services for vulnerable adults who:
- Have mental illness
- Have social or emotional problems
- Exhibit challenging behaviour; who without adequate support are vulnerable to physical or emotional harm and may be extremely susceptible to many forms of abuse; putting both their general health and personal safety at risk on a daily basis.
- Have drug and/or alcohol issues which they are willing to address
- Are in recovery from addiction
New Starts exists to provide:
- A safe quality home for vulnerable adults,
- A wide range of quality support to meet the needs of service users supported by the organisation,
- Support that is tailored to meet changing and developing need,
- Environments that are caring and understanding in which everyone is listened to and given respect.
New Starts organisational beliefs centre on and around the rights of the individual:

New Start believes that once a vulnerable individual is accommodated in safe, stable housing then the process of re-building their life can truly begin.
To assist people with this process the organisation takes a ‘person centred approach’ to all the projects it facilitates, reflecting in every aspect of support delivered throughout the service.
Service users are supported with the positive development of their daily life, to ensure they sustain their tenancy and avoid the risk of re-occurring homelessness. Deeply rooted in this process is encouragement towards independence and confidence building to promote community inclusion and positive social development.
New Starts accommodation is integrated into residential areas, and all service users are carefully assessed to ensure housing provided will be suitable to match the level of support they require.
People who access New Start want the chance to:
- Secure good quality housing,
- Have the opportunity to lead valued and fulfilled lives
- And be respected as equal members of the local community.
With the support New Start offer this is 100% achievable.
